Appropriates $8,547,841.00 in special funds to the State Department of Banking and Consumer Finance for fiscal year 2016 (July 1, 2015 - June 30, 2016).

Authorizes 66 permanent full-time positions for the department with no part-time or time-limited positions.

Requires the agency to ensure Fiscal Year 2017 "Personal Services" funds do not exceed Fiscal Year 2016 levels unless new programs or positions are added by the legislature.

Mandates the department maintain accounting and personnel records in the same format and detail as Fiscal Year 2015 and submit budget requests in comparable format.

Directs the State Treasurer to issue warrants for payment upon requisitions signed by proper officers, effective July 1, 2015.
