Appropriates $201,746,324.00 in special funds to the Mississippi Department of Employment Security for fiscal year 2016 (July 1, 2015 - June 30, 2016).

Authorizes 432 permanent full-time positions, 253 permanent part-time positions, 9 time-limited full-time positions, and 21 time-limited part-time positions within the department.

Allocates $38,000,000.00 from the Unemployment Trust Fund for One-Stop Administration expenses, unemployment compensation administration, automation systems, fraud reduction, and building acquisition and construction under the Bureau of Building, Grounds and Real Property Management.

Authorizes the department to expend up to $2,800,000.00 from State Workforce Investment Funds and designates $100,000.00 for Pathways2Possibilities from those same funds.

Restricts use of general funds to replace withdrawn federal or special funds for authorized salaries and prohibits violation of IRS Publication 15-A regarding contract employee reporting.
