Appropriates $47,883,295.00 from the State General Fund to the Mississippi Department of Revenue for operating expenses including Homestead Exemption Division, Motor Vehicle Comptroller functions, Alcoholic Beverage Control Division, and Bureau of Telecommunications for fiscal year 2016.

Appropriates $25,546,781.00 from special funds to the Department of Revenue and authorizes 848 permanent full-time and 1 part-time position for the fiscal year.

Appropriates $84,454,641.00 to reimburse counties, road districts, school districts, and municipal separate school districts for tax losses resulting from homestead exemptions under Mississippi Code Section 27-33-1 et seq.

Appropriates $2,961,632.00 from the License Tag Acquisition Fund for purchase and delivery of motor vehicle license tags and $70,000.00 from the Capital Expense Fund for ABC Warehouse purposes.

Allocates $8,000,000.00 from the Capital Expense Fund for the new Motor Vehicle Registration Network and becomes effective July 1, 2015.
