Appropriates $523,066.00 from the State General Fund to the Board of Tax Appeals for fiscal year 2016 (July 1, 2015 - June 30, 2016).

Authorizes 6 permanent full-time positions for the agency.

Restricts Personal Services funding for FY 2017 to not exceed FY 2016 levels unless new programs or positions are added by the Legislature.

Grants preference to Mississippi Industries for the Blind in competitive bidding and non-competitive purchases when bids are equal in price, quality, and service.

Requires expenditures to comply with state law prohibiting agencies from incurring obligations exceeding their appropriation.
