Appropriates $6,102,859.00 in special funds to the Mississippi Workers' Compensation Commission for fiscal year 2016 (July 1, 2015 - June 30, 2016).

Authorizes 57 permanent full-time positions for the Commission.

Directs the Commission to enter into a contract with the private industrial sector to implement a safety education and training program.

Permits the Commission to transfer up to $200,000 from the Administrative Expense Fund to the Second Injury Fund and up to $150,000 to the Insurance Integrity Enforcement Bureau in the Attorney General's office.

Requires preference in Commission procurement to Mississippi Industries for the Blind when bids are equal in price, quality, and service.
