Appropriates $22,042,081.00 from the State General Fund and $476,820,692.00 from the State Treasury to the Mississippi Development Authority for fiscal year 2016 (July 1, 2015 - June 30, 2016).

Authorizes 241 permanent full-time positions, 3 permanent part-time positions, 72 time-limited full-time positions, and 1 time-limited part-time position for the agency.

Allocates $4,876,298.00 for Mississippi Tourism Advertising and Promotion, including $299,000.00 for Tourism Grant Development Awards.

Directs $700,000.00 from the Mississippi Department of Transportation for operation of state welcome centers and $275,000.00 for maintenance of the Natchez Welcome Center.

Requires the agency to provide legislators five business days' notice before public ceremonies announcing grants or facility openings in their districts, with signage crediting the Mississippi State Legislature.
