Appropriates $32,000,000 from the State General Fund for replacement or improvement of structurally deficient bridges and county road improvements for fiscal year 2016 (July 1, 2015 - June 30, 2016).

Appropriates $154,858,698 from the State Aid Road Construction Fund to defray operational expenses of the Office of State Aid Road Construction for fiscal year 2016.

Authorizes 52 permanent full-time positions for the Office of State Aid Road Construction with restrictions on salary increases and transfers without approval from the Department of Finance and Administration.

Establishes performance targets including processing 600 fiscal transactions, completing 140 projects, constructing 100 new county programs, and replacing 75 structurally deficient bridges.

Requires notification to legislators of project awards in their districts at least 5 days prior to public ceremonies and mandates signage crediting the Mississippi State Legislature for funded projects.
