Appropriates $68,233.00 to the Mississippi State Board of Chiropractic Examiners for fiscal year 2016 (July 1, 2015 - June 30, 2016).

Requires the Board to maintain complete accounting and personnel records in the same format and detail as fiscal year 2015, with comparable budget request submissions for fiscal year 2017.

Directs the agency to give preference to Mississippi Industries for the Blind when multiple bids are equal in price, quality, and service, or when making purchases without competitive bids.

Mandates compliance with Mississippi Code Section 27-104-25 prohibiting state agencies from incurring obligations exceeding their appropriation, with responsible officers held liable for violations.

Takes effect July 1, 2015.
