Appropriates $849,448.00 in special funds to the Mississippi State Board of Dental Examiners for fiscal year 2016 (July 1, 2015 - June 30, 2016).

Authorizes 7 permanent full-time positions for the board with no part-time or time-limited positions.

Restricts Personal Services appropriations for fiscal year 2017 to not exceed fiscal year 2016 levels unless new programs or positions are added by the Legislature.

Requires the State Personnel Board to determine and publish projected annual costs for all appropriated positions and prohibits single personnel actions from increasing costs beyond the projected amount.

Takes effect July 1, 2015.
