Appropriates $290,611.00 in special funds from the State Treasury to the State Board of Funeral Services for fiscal year 2016 (July 1, 2015 - June 30, 2016).

Authorizes one permanent full-time position for the agency.

Requires the State Personnel Board to ensure that Fiscal Year 2017 personal services costs do not exceed Fiscal Year 2016 appropriated levels unless new programs or positions are added by the Legislature.

Mandates that the Funeral Services Board maintain complete accounting and personnel records in the same format and detail as Fiscal Year 2015, and submit Fiscal Year 2017 budget requests in comparable format.

Establishes that purchases by the agency must give preference to Mississippi Industries for the Blind when bids are equal in price, quality, and service.
