Appropriates $219,000 from the State Board of Massage Therapy Fund for the Mississippi State Board of Massage Therapy's operating expenses for fiscal year 2016 (July 1, 2015 - June 30, 2016).

Requires the Board of Massage Therapy to maintain complete accounting and personnel records in the same format and detail as fiscal year 2015, with future budget requests to the Joint Legislative Budget Committee following comparable format and detail.

Directs the agency to give preference to Mississippi Industries for the Blind when purchasing commodities or equipment if multiple bids are equal in price, quality, and service, or when making purchases without competitive bids.

Authorizes the State Treasurer to disburse funds upon warrants issued by the State Fiscal Officer based on requisitions from proper agency personnel.

Takes effect July 1, 2015.
