Appropriates $165,795.00 in special funds to the Mississippi State Board of Examiners for Licensed Professional Counselors for fiscal year 2016 (July 1, 2015 - June 30, 2016).

Requires the board to maintain complete accounting and personnel records in the same format and detail as fiscal year 2015, with comparable budget request submissions for fiscal year 2017.

Directs that when multiple bids are received with equal price, quality, and service, preference shall be given to Mississippi Industries for the Blind; similar preference applies to non-competitive purchases.

Establishes that appropriated funds must be expended in compliance with state law, prohibiting state agencies from incurring obligations exceeding their appropriation.

Takes effect July 1, 2015.
