Appropriates $375,890.00 in special funds to the State Board of Architecture and Landscape Architecture Advisory Committee for fiscal year 2016 (July 1, 2015 - June 30, 2016)

Authorizes 2 permanent full-time positions within the appropriated funds

Requires the agency to maintain accounting and personnel records in the same format and detail as fiscal year 2015, with fiscal year 2017 budget requests submitted in comparable format

Establishes that personal services funding for fiscal year 2017 cannot exceed fiscal year 2016 levels unless new programs or positions are added by the Legislature

Directs the agency to give preference to Mississippi Industries for the Blind when multiple bids are equal or when making purchases without competitive bids
