Appropriates $149,488.00 to the Mississippi Board of Registered Professional Geologists for fiscal year 2016 (July 1, 2015 - June 30, 2016).

Authorizes 1 permanent full-time position for the Board.

Requires the agency to ensure Fiscal Year 2017 personal services funding does not exceed Fiscal Year 2016 levels unless new programs or positions are added by the Legislature.

Mandates preference for Mississippi Industries for the Blind when purchasing commodities or equipment with equal bids on price, quality, and service.

Takes effect July 1, 2015.
