Appropriates $2,768,577.00 from the State Treasury to the Mississippi State Board of Public Contractors for fiscal year 2016 (July 1, 2015 - June 30, 2016).

Authorizes 16 permanent full-time positions for the agency with restrictions on exceeding Fiscal Year 2016 personnel service funds in subsequent years unless new positions are added by the Legislature.

Permits the Board to expend up to $400,000.00 for enforcement activities, private collection services for unpaid fines, and collection-related administrative costs, subject to performance audit if requested by Appropriations Committee chairs.

Requires preference be given to Mississippi Industries for the Blind when purchasing commodities or equipment with equal bids on price, quality, and service.

Prohibits the agency from incurring obligations or indebtedness exceeding the appropriation and requires compliance with state fiscal procedures and IRS regulations regarding contract employee reporting.
