Appropriates $1,373,185.00 from the State General Fund to the Mississippi Board of Animal Health for fiscal year 2016 (July 1, 2015 - June 30, 2016).

Authorizes an additional $635,824.00 from special source funds collected by or available to the Board of Animal Health for the same fiscal period.

Authorizes 22 permanent full-time positions and 6 time-limited full-time positions for the Board, with no part-time positions.

Restricts the Board from increasing "Personal Services" funding in fiscal year 2017 beyond fiscal year 2016 levels unless the Legislature approves new programs or positions.

Requires the Board to comply with procurement preferences for Mississippi Industries for the Blind when bids are equal in price, quality, and service.
