Appropriates $6,029,263.00 in special funds to the Mississippi Fair Commission for fiscal year 2016 (July 1, 2015 - June 30, 2016) to cover expenses of the Fair Commission, Livestock Coliseum, Industrial Showcase, and Trade Mart Building.

Authorizes 16 permanent full-time positions and 42 part-time positions for the agency, with restrictions preventing personal services funding from exceeding fiscal year 2016 levels in subsequent years unless new programs or positions are added by the Legislature.

Requires all operation, maintenance, service contracts, and commodity agreements to comply with competitive bidding procedures and limits contracts to a maximum of three years.

Grants preference to Mississippi Industries for the Blind when purchasing commodities or equipment if bids are equal in price, quality, and service.

Authorizes the Mississippi Fair Commission to enter into multiyear contracts for advertising signage on its property, with all proceeds directed to marketing and youth livestock show support.
