Appropriates $11,117,008.00 from the State General Fund and $39,730,049.00 from the State Treasury to the Department of Finance and Administration for fiscal year 2016 (July 1, 2015 - June 30, 2016).

Authorizes 426 full-time permanent positions, 2 part-time permanent positions, and 1 full-time time-limited position for the Department of Finance and Administration.

Appropriates $9,122,430.00 from the Tort Claims Fund for the Tort Claims Board with 8 authorized full-time permanent positions.

Appropriates $40,451.00 from the State General Fund and $27,753.00 from the State Treasury to the Mississippi Commission on the Status of Women with 1 authorized full-time permanent position.

Authorizes the Department of Finance and Administration to receive funds from state agencies and other sources for Capitol Police Services within a one-mile radius of the Capital Complex.
