Appropriates $46,996,463 from special source funds to the Mississippi Department of Information Technology Services for fiscal year 2016 (July 1, 2015 - June 30, 2016).

Authorizes 152 permanent full-time positions and 12 time-limited full-time positions for the Department of Information Technology Services.

Appropriates $10,166,372 in general funds and $500,000 in special source funds to the Wireless Communication Commission, with authorization for 10 permanent full-time positions.

Prohibits use of appropriated funds for payments to Mississippi Legislature members, state officials, or Wireless Communication Commission members within the past year.

Requires the Department of Information Technology Services to maintain accounting and personnel records at the same format and detail level as fiscal year 2015, and submit budget requests comparable to the fiscal year 2016 process.
