Appropriates $19,236,360.00 in special funds to the Office of the Secretary of State for fiscal year 2016 (July 1, 2015 - June 30, 2016).

Authorizes 98 permanent full-time positions and 13 time-limited full-time positions for the agency.

Allocates an additional $100,000.00 for voter identification card production and voter outreach programs.

Permits the Secretary of State to use up to $2,750,000.00 from appropriated funds for litigation expenses related to securities enforcement, charitable solicitation regulation, and public trust tidelands administration.

Requires the State Personnel Board to ensure fiscal year 2017 personal services funding does not exceed fiscal year 2016 levels unless new programs or positions are added by the Legislature.
