Appropriates $5,483,846.00 to the State Treasurer's Office for fiscal year 2016 (July 1, 2015 - June 30, 2016) from special funds collected or available to the office.

Authorizes 42 permanent full-time positions for the State Treasurer's Office with requirement that Personal Services funding for fiscal year 2017 not exceed fiscal year 2016 levels unless new programs or positions are added by the Legislature.

Appropriates $150,000.00 from the Education Improvement Trust Fund No. 3219 for investment purposes and $35,000,000.00 from the Mississippi Prepaid Affordable College Tuition Trust Fund for prepaid tuition contract payments.

Allocates appropriated funds across three program budgets: Mississippi Prepaid Affordable College Tuition program ($1,771,221.00), Mississippi Affordable College Savings program ($153,245.00), and Treasury Office Support programs ($3,559,380.00).

Prohibits use of funds for attorney's fees, payments to relatives within three degrees of relationship, or violations of IRS Publication 15-A regarding contract employee reporting.
