Authorizes the issuance of state general obligation bonds up to $2,000,000 to fund improvements to the Jackson Zoo in Jackson, Mississippi.

Establishes the "2015 Jackson Zoo Improvements Fund" within the State Treasury to receive bond proceeds and pay for construction, repair, renovation, replacement and improvement of buildings, facilities, exhibits and infrastructure at the zoo.

Bonds may be issued at any time or from time to time by the State Bond Commission, with maturity dates not to exceed 25 years from date of issue and interest rates not exceeding statutory limits.

Full faith and credit of the State of Mississippi is pledged to pay principal and interest on the bonds; if legislative appropriations are insufficient, the State Treasurer must pay any deficiency from unappropriated state funds.

Bond proceeds and income are exempt from all taxation in Mississippi; no bonds may be issued after July 1, 2019.
