Authorizes the State Bond Commission to issue up to $33,000,000 in general obligation bonds to fund construction, furnishing, equipping, and artifact acquisition for the Mississippi Civil Rights Museum and Museum of Mississippi History, as well as a parking garage for these museums.

Establishes the "2015 Mississippi Civil Rights Museum and Museum of Mississippi History Construction Fund" as a separate special fund within the State Treasury to receive bond proceeds and manage disbursements for museum and parking facility projects.

Bonds must be issued by July 1, 2019, with a maximum maturity of 25 years from date of issue, and bonds issued for artifacts and exhibits cannot exceed one-half of total costs for those purposes.

Amends Section 31-7-13, Mississippi Code of 1972, to exempt contracts or agreements entered into using funds from these general obligation bonds from competitive bidding requirements.

Bond principal and interest are payable from state appropriations, with the full faith and credit of Mississippi pledged as security; bonds and their income are exempt from state taxation.
