Corrects the boundary description of the Sebastopol Natural Gas District to include additional sections in Neshoba County, Mississippi (Sections 1-36 of Township 10 North Range 10 East, Sections 7, 18, 19, 30, 31 of Township 10 North Range 11 East, and Sections 1-34 of Township 11 North Range 10 East).

Allows the Board of Supervisors of Scott County to create and participate in the district, with Newton County, Leake County, and Neshoba County able to participate through separate legislation or board resolutions.

Grants the district's Board of Commissioners discretion to sell bonds at either public sale (sealed bids) or private sale, with authorization to issue up to $15,000,000 in revenue bonds for natural gas transmission and distribution system construction.

Establishes an interim Board of Commissioners composed of the Scott County District Five Supervisor, the Newton County District Three Supervisor (if Newton participates), and four resident members appointed by the Governor.

Provides for transition to elected commissioners by ballot of district users once natural gas service reaches at least 100 individually billed users.
