Authorizes the City of Houston, Mississippi to levy a tax of up to 1% on gross proceeds from hotel and motel room rentals and up to 1% on gross proceeds from restaurant sales.

Requires the governing authorities to adopt a resolution setting the tax amount and effective date, then hold a public election where at least 60% of qualified voters must approve the tax.

Designates all tax revenue (minus 3% retained by the Department of Revenue for collection costs) to be used exclusively for promoting tourism and parks and recreation, with separate accounting and annual independent audits required.

The Department of Revenue shall collect the tax using state sales tax procedures and remit proceeds to the city by the fifteenth day of the month following collection.

The authorization expires on December 31, 2018, at which time the act is repealed.
