Authorizes the Monroe County Board of Supervisors to create a Monroe County Beautification Commission composed of five commissioners, with one member appointed from each of the five supervisors districts.

Commissioners must be qualified electors of Monroe County and serve terms concurrent with the board's term; commissioners may be removed for failing to attend six meetings within one calendar year or for moving outside the county.

Permits the Board of Supervisors to contribute up to $25,000 annually from available county funds for commission operations, including personnel, education, and advertising expenses.

Allows the Board of Supervisors to appropriate up to an additional $25,000 annually from the Road and Bridge Fund for beautification projects related to county roads, subject to board-approved budgets.

The commission expires and all provisions are repealed on July 1, 2018.
