Authorizes the City of New Albany (Union County) to construct, expand, operate, and maintain its natural gas distribution system in any uncertificated areas of Union County not served by other natural gas public utilities, notwithstanding Section 21-27-39 of the Mississippi Code.

Permits New Albany to expand its gas distribution system into specified sections of Marshall County: Sections 17-21, 28-33 in Township 5 South, Range 1 West, and Sections 4-27, 35-36 in Township 6 South, Range 1 West.

Caps rates charged to consumers outside New Albany's corporate limits at no more than twice the rate charged for the same service within city limits.

Requires New Albany to obtain a Certificate of Public Convenience and Necessity from the Public Service Commission for any expansion authorized by this act.
