Authorizes the City of Oxford, Mississippi governing authorities to use the dual-phase design-build method for constructing, maintaining, and operating municipal parking facilities.

Requires the governing authorities to document specific findings demonstrating that the dual-phase design-build method saves time or cost compared to traditional design-bid-build contracting and is suitable for the parking facility project.

Dual-phase design-build contracting shall be administered according to Section 31-7-13.1 of Mississippi law.

The Legislature finds that the dual-phase design-build method better satisfies public needs than traditional design-bid-build contracting based on findings in a City of Oxford resolution adopted February 15, 2015.

Effective upon passage.
