Requests Congress to call a constitutional convention under Article V to propose a federal balanced budget amendment requiring federal outlays not exceed estimated revenues in non-emergency fiscal years.

Aggregates this application with previously adopted balanced budget amendment applications from 21 other states (Alabama, Alaska, Arkansas, Colorado, Delaware, Florida, Georgia, Indiana, Iowa, Kansas, Maryland, Missouri, Nebraska, Nevada, New Hampshire, New Mexico, North Carolina, Ohio, Pennsylvania, Tennessee, and Texas).

Designates this as a continuing application that supersedes all previous Mississippi applications on the same subject and will not be aggregated with applications on other matters.

Requires copies of the resolution be sent to the President Pro Tempore and Secretary of the Senate, Speaker and Clerk of the House, Mississippi's congressional delegation, and the Archivist of the United States.
