States that the dependency of Congress has shifted from the people to those who spend excessively in elections through campaigns and third-party groups, undermining the ability to choose political leadership and determine state policy.

Directs that copies of the resolution be sent to the President Pro Tempore and Secretary of the U.S. Senate, the Speaker and Clerk of the U.S. House of Representatives, Mississippi's congressional delegation, and the Archivist of the United States.
