Honors Franklin Donald Hemeter, Sr., for serving as Administrator of Wayne County General Hospital from March 1, 1967, through February 28, 2014.

Recognizes Hemeter's educational credentials including a 1959 BS degree in Accounting and Business Administration from Mississippi Southern College and a Certificate in Healthcare Administration from the University of Alabama in Birmingham.

Acknowledges Hemeter's oversight of major hospital expansions and construction projects including the original hospital facility (1977), medical arts buildings, emergency department expansion, wellness center (2013), and dialysis facility (2014).

Lists expanded hospital services developed under Hemeter's leadership including rural health clinics, home health agency, hospice, ambulance service, rehabilitation department, intensive care unit, and wellness center; hospital achieved Joint Commission accreditation in 2003.
