Recognizes Hobson Waits for his leadership and civic contributions to the Mississippi State University Extension Service 4-H Program and other youth-serving organizations in Mississippi.

Honors Waits' 35+ years of service on the Mississippi 4-H Advisory Council and as Chairman of the Board of Trustees for The 4-H Club Foundation of Mississippi, Inc.

Credits Waits with major achievements including developing the 4-H Learning Center and Museum in Jackson, expanding the West Point facility to 63 acres with multiple education centers, and growing the Foundation's financial holdings by over 100%.

Notes Waits' career accomplishments as Executive Vice President and CEO of the Electric Power Associations of Mississippi from 1983-2006 and his induction into the National 4-H Hall of Fame in 2007.

Directs the resolution be presented to Waits and his family, forwarded to Mississippi State University Extension Service, and made available to the Capitol Press Corps.
