Urges the federal EPA and President to withdraw and reconsider the proposed Clean Power Plan, which establishes binding statewide CO2 emission targets under the Clean Air Act.

Supports comments submitted to the EPA by Mississippi's Department of Environmental Quality, Public Service Commission, and Governor opposing the Clean Power Plan.

Opposes the Clean Power Plan for penalizing Mississippi despite its existing low CO2 emission rates from natural gas, clean coal technology, and nuclear power, and for failing to credit emissions reductions achieved since 2005.

Urges Congress and the President to enact legislation prohibiting the Clean Power Plan from taking effect until all legal challenges are fully resolved with no appeals remaining.

Requests extended compliance timelines (no earlier than 2030), nonbinding state guidelines, and full credit for prior CO2 reductions if the EPA does not withdraw the rule.
