Suspends Joint Rules of the Senate and House to allow drafting, introduction, consideration, and passage of a concurrent resolution proposing a constitutional amendment, regardless of standard legislative deadlines.

Proposes amendment to Section 213A of the Mississippi Constitution of 1890 to clarify the Legislature's obligation to provide adequate funding for the establishment, maintenance, and operation of 8 public universities in Mississippi.

Establishes a State University System comprised of the 8 public universities and creates a Board of Governors for system management, with membership drawn from the present Board of Trustees of State Institutions of Higher Learning.

Requires establishment of local Boards of Trustees for the administration of each university within the State University System and prescribes general responsibilities for both the statewide Board of Governors and local boards.
