Transfers responsibility for conducting continuing education courses for local school board members from the Mississippi School Boards Association to the Secretary of State and the Stennis Institute of Government and Community Development at Mississippi State University.

Requires the Secretary of State and Stennis Institute to conduct a "School Board Member Training Course" of at least 12 hours for new board members and a "Continuing Education Course for School Board Members" of at least 6 hours for continuing board members.

Mandates additional annual training for board members and superintendents in districts with failing schools or serious financial conditions, including courses on "Improving Student Outcomes and Academic Success" and "Effective Financial Management In Local School Districts" (6 hours each).

Board members who fail to complete required basic training within 6 months of selection shall be removed from office by the Attorney General; annually required continuing education certificates must be filed or the member is removed.

Effective July 1, 2016.
