Secretary of State must create rules and regulations allowing uniformed services voters to vote early for elections, special elections, and run-offs.

Absent uniformed services and overseas voters may use federal postcard applications to request ballots or register to vote simultaneously.

Registrars are authorized to transmit and receive absentee ballots, voter registration applications, and federal write-in ballots via mail, facsimile, or electronic mail.

Absentee ballots must be received by registrars by 7:00 p.m. on election day; voters registered at least 10 days prior to election may vote using federal postcard applications.

Secretary of State may exercise emergency powers concerning absentee voting and military personnel registration during armed conflicts or military contingencies involving U.S. Armed Forces.
