Department of Finance and Administration shall maintain infrastructure surrounding state buildings in downtown Jackson, including the Capitol, Civil Rights Museum, and Museum of Mississippi History, excluding I-55 rights of way.

Department of Finance and Administration shall provide police protection in downtown Jackson areas, with law enforcement officers granted the same police powers as Jackson municipal officers.

Amends Section 45-3-21 to authorize Highway Safety Patrol to provide services described in the act regarding downtown Jackson infrastructure and police protection.

Amends Section 29-5-77 to expand Department of Finance and Administration jurisdiction to include infrastructure and adjoining areas, and directs State Capitol Police to exercise powers and provide services for downtown Jackson maintenance and protection.

Effective date: July 1, 2016.
