Expands the definition of "firefighter" to include fire inspectors, fire investigators, and fire academy instructors in the Law Enforcement Officers and Firefighters Death Benefits Trust Fund.

Defines "cause of death" as any death covered under the Public Safety Officers' Benefits Act of 1976 or the Hometown Heroes Survivors Benefits Act of 2003.

Provides a $100,000 death benefit payment to beneficiaries of covered individuals killed or fatally injured while performing official duties, excluding suicides and self-inflicted injuries.

Establishes the Law Enforcement Officers and Firefighters Death Benefits Trust Fund in the State Treasury with an initial $200,000 appropriation, funded by legislative appropriations and private donations.

Designates the Department of Public Safety to manage the trust fund, disburse benefits, and adopt implementing rules and regulations; takes effect July 1, 2016.
