HB 1044 Summary

• Allows students from "D" or "F" rated school districts to enroll in charter schools located in other school districts, in addition to students from the district where the charter school is located.

• Requires charter schools to certify annually to each local school district the number of enrolled students residing in that district.

• Directs unspent government funds from closed charter schools to revert proportionally to the school districts where students resided, based on enrollment percentages.

• Modifies state funding calculations so charter schools receive adequate education program funds based on the per-pupil rates of each district where students reside, with each home district required to contribute local funds for their resident students.

• Requires each school district to pay charter schools ad valorem tax receipts per pupil for students residing in that district and attending a charter school, effective for the 2016-2017 school year.
