Creates a special "Economic Development and Infrastructure Fund" in the State Treasury that does not lapse at fiscal year-end and retains all interest earnings.

Authorizes the Mississippi Development Authority to provide grants for construction and repair of infrastructure in counties where legal gaming is conducted or authorized, and for structures promoting the gaming and entertainment industry.

Requires at least $2,500,000 annually from the fund to assist commercial service airports in gaming counties with air service development through revenue guaranties, seat guaranties, seat cost mitigation, ground handling, and marketing.

Allows remaining funds after airport assistance to be used for infrastructure grants in gaming counties.

Takes effect July 1, 2016.
