Authorizes the Board of Emergency Telecommunications Standards and Training to transfer excess funds (not to exceed 50% of collected funds) from the emergency telecommunications service charge fund to the Law Enforcement Officers Training Fund.

Allows transferred funds to be used for the same purposes authorized under Section 45-6-15, which includes law enforcement training programs and jail officer training.

Amends Section 45-6-15 to explicitly authorize deposits from Section 19-5-357 (emergency telecommunications service charge) into the Law Enforcement Officers Training Fund.

Extends the repeal date of the emergency telecommunications service charge from July 1, 2016 to July 1, 2019.

Takes effect July 1, 2016.
