Reduces the percentage of Commercial Mobile Radio Service (CMRS) charges deposited into the CMRS Fund from 30% to 10%, effective July 1, 2016.

Increases the percentage of CMRS charges distributed to Emergency Communications Districts (ECDs) from 70% to 90%, effective July 1, 2016.

Maintains the $1.00 per month CMRS service charge on customers whose place of primary use is within Mississippi.

The 10% retained in the CMRS Fund continues to cover administrative expenses of the CMRS Board and actual costs incurred by providers for compliance with wireless E911 service requirements.
