Increases the propane sales threshold for small dealers eligible to serve on the State Liquefied Compressed Gas Board from 2.5 million to 5 million gallons per year.

Authorizes the Commissioner of Insurance to establish and collect fees from persons engaged in the liquefied compressed gas business, with all fee revenue deposited into a special fund within the Mississippi Insurance Department.

Requires permit applicants to pay applicable fees in addition to obtaining permits, with the Commissioner determining the payment method.

Allows designated Mississippi Insurance Department staff to examine and discuss information with the Department of Revenue under confidentiality agreements for purposes of administering liquefied compressed gas programs.

Takes effect July 1, 2016.
