Expands military leave protections to employees of public and private businesses or industries, previously limited to state and local government employees.

Grants active members of military reserve components, National Disaster Medical System members, and honorably discharged veterans leave of absence without loss of pay or benefits for military duty up to 15 days.

Allows unpaid leave without loss of seniority or efficiency rating for military duty periods exceeding 15 days, with guaranteed restoration to same or equivalent position upon release from duty.

Requires employees to apply for re-employment within 90 days of discharge or relief from military service, and prohibits discharge without cause for one year after restoration.

Takes effect July 1, 2016.
