Designates the Honor and Remember Flag created by Honor and Remember, Inc., as Mississippi's official symbol honoring members of the United States Armed Forces who have died while serving or as a result of service.

Requires the Honor and Remember Flag to be displayed at the State Capitol, county circuit court buildings, and city/town halls on Armed Forces Day, Memorial Day, Flag Day, July 4th, National POW/MIA Recognition Day, Veterans Day, Gold Star Mother's Day, and whenever there is a state military casualty.

Mandates the flag be displayed at all state military memorials and state veteran cemeteries whenever the United States flag is displayed.

Requires display to be in a manner designed to ensure public visibility and prohibits requiring employees to report to work solely for flag display purposes.

Directs the Department of Finance and Administration to procure and distribute Honor and Remember Flags within 30 days of enactment, with all responsible agencies implementing regulations within 180 days; effective July 1, 2016.
