Expands peace officer powers for military police during annual training to all Mississippi National Guard facilities, including Camp McCain, Camp Shelby, Key Field, Thompson Field, Hawkins Field, and the Air National Guard Training Site in Gulfport.

Grants the Adjutant General, Mississippi Military Department, Mississippi National Guard, and designated civilian guard employees immunity from liability under the State Tort Claims Act for discretionary actions performed in their duties.

Allows state general fund monies to be used for training civilian guard officers at the Mississippi Law Enforcement Officers' Training Academy.

Brings forward sections 11-46-1 and 11-46-9 of the State Tort Claims Act regarding definitions of employees and governmental entities, and lists specific exemptions from liability for governmental entities.

Effective date of July 1, 2016.
