MS HB1131

Authorizes the Mississippi Department of Agriculture and Commerce to charge an annual marketing assessment on program participants to defray costs and expenses associated with the Mississippi Agricultural Promotions Program.

Permits the department to accept funds from any source including appropriations, gifts, bequests, donations, and grants for implementing and promoting the program.

Allows the department to permit federal, state, local, and private entities to use, publish, or advertise their names on department property and in publications, with any advertising revenue deposited to the Mississippi Agricultural Promotions Fund.

Establishes that the Commissioner of Agriculture and Commerce may expend funds from the Mississippi Agricultural Promotions Fund for implementing the program and marketing and promotions efforts, with unexpended amounts not lapsing into the State General Fund.

Removes the requirement for legislative appropriation before funds in the special fund can be expended.
