Authorizes the Commission on Wildlife, Fisheries and Parks to set subscription fees for an official magazine without fixed rate caps, replacing previous fee limits.

Expands the definition of "publish" to include both print and digital versions of the magazine, with the digital version available online and through mobile applications.

Authorizes the Department of Wildlife, Fisheries and Parks to sell advertisements in the magazine, on its website, and in mobile applications to offset publishing costs and minimize subscription fees.

Establishes the MS Outdoors Fund to receive proceeds from subscriptions and advertisement sales, with funds deposited in interest-bearing accounts and transferred to the department's operating account to cover publishing and related expenses.

Takes effect July 1, 2016.
