Changes the Mississippi Department of Wildlife, Fisheries and Parks requirement from discretionary ("may") to mandatory ("shall") to develop, implement, and regulate a tagging and reporting program for white-tailed deer and wild turkey.

Authorizes the department to charge a fee for the tagging program and requires an annual report to the Wildlife, Fisheries and Parks Committees of both chambers.

Establishes Class III violation penalties for violations of the turkey tagging program with administrative fees of $100-$500 for first violations and $500-$1,000 for subsequent violations.

Requires administrative fees collected from violations be deposited with the State Treasurer and credited to the Department of Wildlife, Fisheries and Parks upon legislative appropriation.

Takes effect July 1, 2016.
