Requires health and accident insurers, including HMOs, to release claims data to group policyholders or agents upon request at least 90 days prior to policy renewal, with delivery within 14 business days.

Required claims data includes net claims paid by month, monthly enrollment figures, claims reserves, claims over $10,000 with claim identifiers and diagnoses, and listing of potential catastrophic diagnoses.

Provides insurers immunity from civil liability for any acts or omissions resulting from subsequent use of disclosed data or information.

Plan sponsors must provide certification of compliance with federal regulations (45 C.F.R. Section 164.504(f)(2)) to receive protected health information including claims over $10,000 and catastrophic diagnoses; without certification they receive other claim information only.

Does not apply to limited benefit insurance policies and prohibits disclosure of individual employee identities or specific health information that would violate federal or state law; effective July 1, 2016.
